Plugs into regular 110 wall outlet or heavy extension cord.
New at Harbor Freight it's $449 and the gas bottle was $100 Comes with Welder, gun, ground clamp, regulator, some wire and even the box if you want it.
May need a few of the expendable parts like the tips, and the gas hose is getting a bit worn but still works.
